Mr. Chairman. it grieves me to rise in opposition to the bill that is presently before us because I have spent a considerable amount of time laboring in the vineyards of the Immigration Subcommittee to try to craft a bill that is true immigration reform. Unfortunately. this bill is not immigration reform. It is amnesty for literally millions of illegal aliens masked in the cloak of protecting the borders of the United States. As I pointed out in my debate on the rule. there are three types of amnesty offered in this bill. There is the regular legalization program. which has been around since the bill was first introduced in 1981. there is the MoakleyDeConcini amnesty for Salvadorans and Nicaraguans.
