At the same time. if we have sanctions. we must not put those who have developed a dependency on undocumented labor in the position of either intensely violating the law or going out of business if they are unable to find a sufficient level of domestic labor. It seems to me that is the reason we have to have some compromise in the area of agricultural workers. I do not particularly like what we have here. but it is the best we can get.
