Mr. Chairman. as many know. I have long advocated that it is critical we complete action on this immigration legislation before the end of this Congress. Our subcommittee completed action on the bill long ago. the Committee on the Judiciary completed its markup on this bill in June. the Senate finished its bill last year. As was mentioned in the debate on the rule. we considered a measure much like this 4 years ago in the late hours of the lameduck session. we had a virtually complete open rule. as many as 300 amendments were filed. no limitation of time. and we ran out of time.
