Mr. Speaker. the Rules Committee hesitates to grant waivers of the Congressional Budget Act. In this situation. however. the committee felt that the waivers included in the rule were justified in order to allow the House to work its will on the product of our committees who have found these entitlement programs to be necessary elements of a complete and responsible immigration reform package. Under the provisions of the rule. no amendments are to be in order to the substitute except for 14 amendments which are printed in the report which accompanies the rule. The amendments are not amendable nor shall they be subject to a demand for a division of the question.
