Mr. Speaker. the rule provides that the text of H.R. 5665 will be considered as original text for the purpose of amendment. H.R. 5665 incorporates many committee and individual amendments that were presented to the Rules Committee when it first began consideration of a rule in immigration reform. The rule waives sections 302(f) and 303(a) of the Budget Act against consideration of the bill and against the substitute. It also waives clause 5(a) of rule XXI against consideration of the substitute. Clause 5(a) of rule XXI prohibits appropriations in a legislative bill. The bill provides for 100percent reimbursement to States for costs associated with the implementation of the systematic alien verification for entitlement program which would become effective immediately upon enactment.
