Mr. Speaker. I rise in strong support of House Concurrent Resolution 404. legislation calling on the Soviet Union to permit Naum Meiman and Inna KitrosskayaMeiman to emigrate. and to resolve all divided family and emigration cases. Dr. Neiman. a leading Soviet Jewish refusenik. and his wife have attempted to emigrate from the Soviet Union for over 10 years. They want to be reunited with their daughter in the United States. But the time for this reunion is growing short since Mrs. Neiman is terminally ill with cancer. The plight of the Neimans serves as a painful reminder of the thousands of Soviet citizens who are held captive by their governmenta government unwilling to honor its commitment to the Helsinki Final Act. a government having no regard for individual liberty and justice.
