This bill recognizes that drugs emanate from sources outside this country and that we have to take action to eradicate drugs in those countries where they originate and through which theyre transported. It also recognizes that we have to interdict them at our borders. to stop the inflow of drugs coming into our country. I might add. parenthetically. that the immigration reform legislation which we may yet consider this week will help prevent drugs from entering the country. Finally. this bill makes clear that those who are ruining the lives of our children and risking the future of this country will pay the price. This bill increases the risk to the drug pushers by tough mandatory sentences. including the death penalty.
