Thus. because under the existing HHS "good cause" regulation an AFDCUP recipient is allowed to refuse to accept a job which would result in less income than provided under the AFDC Program. the 100hour work rule is regarded as a significant disincentive to accepting many job opportunities. Mr. President. Fresno is particularly concerned about the large number of Southeast Asian refugee families residing in the county who are timeexpired refugees now in the regular AFDCUP Program. As a result of the 100hour work rule. the principal wage earners in these families are unable to accept work without substantial financial hardships to their families. Thus. without the opportunity to gain the basic language. work. and cultural skills needed to find and hold down jobs these individuals have become locked into welfare dependency.
