Mr. Speaker. as distasteful as this procedure may be. it is our last chance to bring up an immigration bill in the closing hours of this Congress. Let us face it. we do not have very much to do around here until the conferees come up with a continuing resolution report. We might as well use that time to allow the House to work its will on immigration. which is an issue of critical importance around the country. I believe that the lesson of last Fridays defeat of the rule was simply this: That the House will not allow the farm labor provisions of immigration to be written behind closed doors in brokered rooms. The House membership wants to have a vote on this subject. and to be able to change the subject and to work its will. The rule that is proposed by the gentleman from Mississippi does do that. and I think we should not let this opportunity go by. lest this Congress adjourn sine die without even a vote taking place on the House floor on immigration reform.
