Mr. Speaker. I voted as the gentleman did last week. I voted identically to the gentleman because. like the gentleman. immigration is an important issue in my district. On the border. in El Paso. many citizens are very. very concerned. as they are in the gentlemans district. I voted the same way as the gentleman did last week. My problem with voting this way for this particular process is that I am not convinced that what the Committee on Rules did. even though I voted for the rule. was as encompassing as I think it should have been in terms of guaranteeing Members the right to offer amendments.
