For this rule now to come up in this manner certainly is not in keeping with what I consider to be real comity and subverts the negotiations and discussions that were underway and entered into in good faith. We are now taken by surprise. without having been consulted on this matter. at the same time we are working together privately to find a way to move forward with the immigration bill. This is certainly surprising to me and I hardly think that it is the appropriate thing to do.
