We were so close to having this rule set up in a fair way that will allow this to be brought up and debated. All Members know what the issues are. We are prepared to debate it and vote. and then I think we will get a good bill that we can all live with. Mr. Speaker. I regret that it is necessary to invoke this special House procedure to call up a rule. but I do so because the problem of illegal immigration is bigger and more critical than any procedural niceties. It cannot be put off until a future Congress. We must seize this moment and this procedure to defuse this ticking time bomb now.
