In fact. this bill also grows out of our experience in private bills. What we are talking about is no automatic admission. either for junior bhagwans or any other category of undesirables. With regard to the people who have been convicted. a critical part of this bill says you must establish to the satisfaction of the Attorney General that. among other things. and I quote. "There is a clear record of the aliens rehabilitation during the 10year period immediately preceding the date of application for a visa." It also says that 10 years has to expire after any prison sentence. So it is only 10 years if the individual committed a crime and served no time. For an individual who serves time. at least 10 years would have to elapse after the completion of the sentence.
