The first section of the bill deals with the question of religious functionaries. Originally we had drafted the bill that gave pause. I think. to some people in the administration that we might have too wide a definition of what would constitute a religious group. There was some fear that some people using the guise of religious groups might avoid what we consider to be the legitimate laws of the country with respect to immigration and labor certification. We have redrawn that more narrowly. At least I am assured in my own mind that we have drawn that more narrowly so that it does not affect this.
