People in our State of Alabama. as in other States along the gulf coast and southwest border. are greatly concerned about the smuggling of drugs into our part of the country by land. sea. and air. The bill authorizes increased appropriations to the Customs Service and the Coast Guard and will enhance their abilities to detect and prevent the entry of illegal drugs. It also provides the Immigration and Naturalization Service with the general arrest authority they need to assist in drug interdiction. as well as curbing the flow of illegal aliens. These provisions are indispensable if we are to take control of our own borders against the influx of narcotics. Such control is especially necessary in light of increasing evidence of the interrelationships between drug traffickers and the international terrorist network. especially in the Western Hemisphere.
