For 24 years Salvadorans have been the second largest group of illegal aliens in the United States. They are coming because. basically. for economic reasons. and I do not blame them. The point is we cannot determine our immigration problems because of the problems of another countrys economics. Yet. we would have been required under the rule that was up upon its adoption to allow every single Salvadoran and Nicaraguan in this country illegally to be granted extended voluntary departure no matter when they came in before November. Now. that is a subject that needs to be debated. a subject that needs to be voted on.
