I can only conclude that this program is being protected by the Rules Committee because it could not survive an up or down vote or any other alteration here on the House floor. If this is the case. I would rather have no immigration bill this Congress than to see us pass one ladened with this illconceived. giveaway program. Thus. I urge my colleagues to vote "no" on the previous question so that we may have the opportunity to amend the Schumer proposal. There are many bad provisions in H.R. 3810. and we will later get the opportunity to vote on them. but none is more offensive then this seasonal agricultural worker program. This provision gives permanent resident status to illegal aliens who worked in agriculture for at least 60 days between May 1. 1985. and May 1. 1986. These workers would be eligible immediately for entitlement benefits. such as food stamps. AFDC.
