Mr. Speaker. today the House is faced with another unacceptable choice. Unless we vote for an outrageous rule. we cannot even work on the immigration bill. Two years ago. I voted for the immigration bill. even though I thought it was terrible. because reform was needed. Then. too. the House was presented with the complex bill in the last week of the session. We might have expected that the House would have learned something in the past 2 years. No such luck. Here we go again. In what is supposed to be the second to last of the session. the House leadership wants to take up a controversial. complex bill with hundreds of amendments pending.
