Mr. SIMPSON and the gentleman from Kentucky have put together a comprehensive bill. That bill is ready to become law. ready to become law if we can put aside our petty differences and say. "I like this agricultural provision better than that agricultural provision." and say. "This does not exactly meet my needs and that one does." We can have real immigration reform if we pass this rule. if we vote for the previous question. It is that simple. If we do nothing. no matter how much the Members like or dislike either the WilsonLungren proposal or the Schumer proposal. we have no reform. If we pass this rule and pass the previous question. we are finally doing something in a fair and humane way about immigration reform. I urge my colleagues to vote yes on both questions.
