Ladies and gentlemen of the House. it is absolutely essential. absolutely essential that we do something in legislation to stem the flow of illegals into this country. not because simply they are illegal but we have to have a political and moral responsibility to be a friend. an ally. and a good neighbor particularly to our neighbor to the south. the Republic of Mexico. Some years ago because of exploitation. socalled. and so forth. we ended a program that legally allowed people to come into the United States who wanted to for good purposes. and so forth. and now they are doing the same thing. only they are illegal. and they act as a screen. unfortunately. unwillingly and unknowingly in many cases. to bring in smugglers. bandits all sorts of undesirable people who use as a screen the poor agricultural worker. This bill or any immigration bill in any form will not be the answer to this problem. It will require disincentives. it will require legalization. it will require amnesty. in addition it will require investment and cooperation on both sides of the border area to stem this flow that is damaging our economy and the Mexican economy. Ladies and gentlemen. we have to have something. we have to have something. it is an urgent state of emergency that we face at our border.
