Mr. Speaker. the Rules Committee hesitates to grant waivers of the Congressional Budget Act. In this situation. however. the committee felt that the waivers included in the rule were justified in order to allow the House to work its will on the product of our committees who have found these entitlement programs to be necessary elements of a complete and responsible immigration reform package. The committee print also contains the text of the amendment made in order under the rule. along with the time allocated for the debate of each amendment. The amendments are not amendable nor subject to a division of the question.
