House Resolution 559 is a modified open rule providing for the consideration of H.R. 3810. the Immigration Control and Legalization Amendments of 1986. The rule provides 3 hours of general debate. with 1 hour allocated to the Committee on the Judiciary and 30 minutes to each of the Committees on Agriculture. Education and Labor. Energy and Commerce. and Ways and Means. In each case. the committees time will be equally divided and controlled by the chairman and ranking minority member of the committee.
