I would like to pay tribute to the important management and other reforms that have been achieved by the new U.N. High Commissioner for Refugees. and in doing so echo the points raised by our distinguished colleague. the chairman of the House Foreign Affairs Committee. Representative DANTE FAsCELL. I ask that a letter I have received with Senator SIMPSON from the Deputy U.N. High Commissioner for Refugees be printed at this point in the RECORD. along with todays outstanding article by Chairman FASCELL in the New York Times.
