I thank the gentleman for yielding. Mr. Chairman. the chairman of the Subcommittee on Immigration. on which I have the pleasure to serve. and I have great admiration for him. he is well aware of the answer. We have not put in the additional resources. This only creates a pilot program to see if within the current confines of their budgetary limitations and with the personnel they have on hand they can create a system. If that system is viable. I know the chairman. joined by me and many others. will be there to once again do what this administration has frankly not been really willing to do. and that is put significant resources into the INS to do the job.
