Mr. Chairman. I do not have much time. so I have to be real brief. First. these are illegal aliens. and second. they are here today because of improper entry. and so that is the Federal Governments responsibility. and it is the culpability of the Federal Government for not ousting them. They are supposed to oust them under the law. and they have not done so. So they are allowing them to be in State jails. This is not the responsibility of the State of Florida. the State of New York. or wherever they are. this is the responsibility of the Federal Government.
