The new regulations will assist law enforcement authorities in gaining evidence against narcotics traffickers. Disguising large cash movements. the stock and trade of the drug lord. will be made substantially more difficult under H.R. 5484. Though falling just short of having military personnel assist the border patrol along our southern border in containing illegal alienrelated narcotics smuggling. the bill does assist in such efforts by amending the Mansfield amendment to permit the participation of U.S. agents in foreign police actions related to narcotics. contingent upon State Department approval. Additionally. U.S. military personnel will now be permitted to assist in drug eradication efforts in foreign countries.
