Mr. President. Anatoly Shcharansky. the great humanitarian who recently emigrated to Israel after years of imprisonment in the Soviet Union. has written an outstanding piece on linking Israeli concessions to the Soviet Union with freedom of emigration for Soviet Jews. It is an excellent article that provides a blueprint for the entire free world to followif concessions are made to the Soviets. human rights must be part of the equation. In addition. the article gives us a test to allow us to selfjudge whether we. as a nation. are truly committed to human rights for all the worlds people or if our professed support of human rights is nothing more than a public posture.
