It is estimated that there are some 400 such persons in Samoa. almost all of whom were born in Western Samoa to one Western Samoan and one American Samoan parent. These persons would be eligible to become U.S. nationals. Section 16 is closely related to section 15 and is technical in nature. It would authorize the issuance of certificates of U.S. nationality by the State Department to U.S. noncitizen nationals in order to improve record keeping with regard to the status of American Samoans. Section 17 authorizes American Samoa. Guam. the Northern Mariana Islands. and the Virgin Islands to receive assistance from the Bureau of Reclamation.
