Some groups still have carried on the difficult and discouraging work of attempting to bring about reform while bearing witness to human rights abuse. The blatant disregard of the Helsinki accords by the Soviet Union Government is crushing its citizens faith in the Helsinki process. I have appealed to the Soviet Government on behalf of individuals wishing to emigrate. although most continue to be repeatedly denied permission. Despite these setbacks. I believe contact with the Soviet Government and celebrations such as our "Helsinki Human Rights Day" service to remind the Soviet Union that we are constantly aware of their practices and that human rights are a major concern for us.
