According to a study commissioned by the Alcohol. Drug and Mental Health Administration. drug abuse costs society a total of $60 billion every year. Yet this Senate continues to cut drug enforcement and interdiction programs by invoking such measures as GrammRudman. For example. in New York City. the Immigration and Naturalization Service cannot fill 50 staff positions because of GrammRudmans cut in its budget. It is not reasonable to expect these agencies to do an adequate job with inadequate funding. The time has come to provide sufficient ammunition to those who are on the front lines of the fight against drug abuse.
