President. there is no way INS can perform its mission well while its funding is being drained away by the cost of incarcerating Marielito criminals. Increasingly. Marielito criminals are placing a severe burden on an already overburdened Immigration and Naturalization Service. These individuals may be returned to Cuba. Unfortunately. however. we cannot state with certainty today that such a return will take place. Meanwhile. nearly 1.000 Marielito criminalssome of the most violent and dangerous criminals our law enforcement agencies have ever encounteredare being housed in minimum security INS detention facilities and other buildings that are clearly inadequate. Hundreds more are nearing the end of their sentences in State prisons. Immigration authorities believe that they will soon * need space to detain 2.500 Marielitos in maximum security. Mr. President. we have a choice.
