This day commemorates the llth anniversary of the signing of the Helsinki Final Act by 35 nations. including the United States and the Soviet Union. Even more important. this day serves to focus attention on the ongoing Helsinki process. a process designed to enhance security and cooperation in Europe by focussing on the link between arms control. trade. and human rights. While I welcome recent steps by the Soviet Government. such as the release of Helsinki monitor Anatoly Shcharansky and the resolution of a number of outstanding United StatesSoviet family reunification cases. I remain distressed about overall Soviet performance in the area of human rights. The Soviet Helsinki Monitors. the sister group to our own Helsinki Commission. continue to be radically oppressed by Soviet authorities.
