That represents in excess of a 10percent increase. the figure alluded to just a few moments ago by the distinguished gentleman from Minnesota in that exchange with our friend. Mr. CONTE. The bill leaves out 9.8 billion dollars worth of unauthorized programs including such spending favorites as Head Start. refugee assistance. and most higher education programs. We can only imagine what further increases in spending we will be faced with once these programs are funded. Now. under my amendment. the total increase would be $679.2 million. and the net savings from the levels in the bill then would be nearly $1.6 billion.
