Purcell. Jr.. Director of the Bureau of Refugee Programs at the State Department since 1982. leaves that position today to asume other duties in this administration. I would like to take this brief opportunity to pay Jim Purcell a much deserved tribute. Jim Purcell exemplifies the ideal public servant. He is a spendid man. Jim did not actively seek the Directorship of the Bureau of Refugee Programs. the most important refugeeoriented position in the Government. However. Jim accepted the appointment and has administered the U.S. Refugee Program. both our assistance to refugees abroad and the admission of refugees for resettlement in the United States. for 4 years with a fine skill and very real compassion which has made the U.S. Refugee Program a leader and a model for the Western democracies. Mr. President.
