I would like to extend my personal congratulations and recognition from the Congress to employees of the St. Lawrence Seaway Development Corporation. the U.S. Border Patrol. the U.S. Immigration and Naturalization Service. and New York State Police personnel in northern New York for their handling of what could have been a sensitive international incident earlier this summer. At 10:42 p.m. on June 25. a 27yearold Cuban seaman. carrying only an EnglishSpanish dictionary and a few personal belongings. jumped from the deck of his Cuban vessel as it was transiting the St. Lawrence Seaways Eisenhower lock in Massena. NY.
