We do have a human rights policy in the Foreign Assistance Act. I would have to say that if we were to engage this issue. the Committee on Foreign Affairs ought to have some jurisdiction. because that is the committee which deals basically with human rights policy in section 16(c) of that act. So we are talking about preferential trade agreements. we are talking about emigration and we are talking about human rights. but we do not need to necessarily mix them. If we want to greatly expand our human rights policy so that we use MFN as a leverage. then we ought to deal with that more broadly and not narrowly with one country like Romania. Mr.
