Mr. Speaker. I rise in support of House Resolution 475 to disapprove the administrations request to waive key human rights provisions of the JacksonVanik emigration standards in order to continue mostfavorednation trade status for Romania. I am disappointed with the administrations announcement of its plans to renew MFN for Romania for next year. There are too many unanswered questions and. unfortunately. there are too many lives being destroyed and rights being violated for us not to seriously review MFN for Romania. Of particular concern to me is the administrations belief that MFN is posing as some sort of "leverage." a wedge for effecting domestic reforms.
