Mr. Speaker. I rise today to introduce legislation that would provide for full Federal reimbursement to health care facilities and health care providers that treat undocumented aliens in an emergency situation. Because the indigent health care problem is so broad and complex. it is necessary to narrow our vision and focus on aspects that we can address at this time. Federal aid to the Southern borderlands is sparse. fragmented. and uncoordinated. Meanwhile. these very same areas suffer from unique and taxing health care access and delivery problems that have their roots in the tricultural environment and geographic isolation in which they exist.
