Leon Charny desperately hopes that his brother will be able to emigrate from the U.S.S.R. to live the remaining years of his life with his loved ones. After all. this right is guaranteed in the Helsinki accords to which the Soviet Union is signatory. I urge Members of Congress to continue with their efforts on behalf of all the Jews in the Soviet Union who wish to practice their religious beliefs and cultural heritage freely.
