Jack continued to be a fighter for the causes he believed in. For example. he was instrumental in the passage of the War Powers Act. legislation which continues to be of great importance today in the conduct of American foreign policy. He was chief author of the Nuclear NonProliferation Act. the most significant legislation designed to control the spread of nuclear weapons. and he also sponsored the Soviet Jewish Refugee Assistance Act of 1972. Jack was also instrumental in effecting one of the most important institutional reforms of our time by successfully arguing that the Democratic caucus should elect committee chairmen by secret ballot. That major change in our Democratic rules paved the way for other important reforms which helped to transform this House to the more open. responsive institution that it is today.
