We are always giving advice to the President on what he ought to do to help our relationship with the Soviet Union. I might. in the appropriate spirit. indicate to Mr. Gorbachev that one way. I think. to make a lasting impression on the American people. particularly on those families of those who now would like to leave the Soviet Union. Jews or Christians alike. is perhaps to loosen up on their emigration policies. It would be a step in the right direction as we all prepare for a meeting. hopefully. some time in November or December. between our two leaders. President Reagan and Mr.
