I think we have to keep our eye on the ball and I think it is absolutely appropriate that we undertake this measure by the gentleman from Florida to try to set this situation straight. or at least to send a meassage. and this Congress is in the business of message sending. to the effect that we will no longer have this schizophrenic foreign policy. I do have one question for the gentleman from Florida . I think it is an important question here. because I understand that the Government of Angola is contemplatIng doing something with immigration. naturalizing. for example. these Cuban troops and calling them citizens in an attempt to get around this.
