As I read Mr. Wolpers letter. and as I understand my several conversations with his staff and with the Department of the Interior. not one free ticket will be available to new immigrants or to older Americans nor to any of the members of the American community that make up the uncomplaining and stalwart backbone of this great land. Mr. Wolpers suggestion that they watch from the Verrazano Bridge and the shoreline of New Jersey and New York may be fine for the tall ships. but will surely be of little value for the ceremonies that express the essence of the occasion. the rededication of the Nation to liberty as well as the rededication of the Statue of Liberty.
