Lithuania. and Estonia. At the heart of our policy toward the Baltic nations must be our continued commitment to never recognize as legal the Soviet occupation there. We must continue to press the Soviets to grant basic human rights to all the Baltic people. including Kalsa Randpere. a 2yearold Estonian. separated from her parents because of Soviet refusal to allow her to emigrate. Janis Barkans. a 27yearold Latvian who continues to suffer mistreatment in the infamous Mordovian prison camp for demanding respect for his human rights. and Bayls GaJauskas. a 60yearold Lithuanian dissident who has spent nearly half of his life In prison for promoting nationalism and human rights. In addition. we must take a leading role in pressing for international safeguards on nuclear facilities within the International Atomic Energy Agency In order to prevent another Chernobyllike disaster in the future.
