Yet by the action we take today if we adopt this amendment. a Social Security card is being transformed into a form of National Identity Card. In the past. there has been a heated debate as to whether it would infringe individual liberties and the right to privacy to institute a National Identity Card. Often the debate has centered around the problem of illegal aliens in the work force. So far. we have rejected the idea of instituting such an identification system. Too often. in the name of complying with the tax laws. we have adopted laws which the public view as an unnecessary and unwarranted burden.
