Allocates $21 million for community development programs and $4 million for refugee education. and Requires American computer companies to withdraw from South Africa and ban the sale of computer hardware and software after one year if the government has not freed Nelson Mandela and other political prisoners and entered into good faith negotiations to establish a new political system.
