I would like to agree with the chairman of the subcommittee. the gentleman from Texas . and with my good friend. the gentleman from California . and my good friend. the gentleman from California . I think that this has been a legitimate step toward trying to solve a very basic problem in the United States. It is a problem that is not just limited to immigrants. it is a problem with public housing which is taking on a monstrous proportion that we do not seem to know what to do with. and I call its real root cause very bad administration by public housing authorities. If you have been reading your Washington papers. you will probably note that the public housing authority of the city of Washington is going to try and sweep the projects. Well. what does this mean?
