Inna KitrosskayaMeiman. This resolution is sponsored by the distinguished senior Senator from Colorado. A prominent member of the Jewish emigration movement. Melman has been refused permission by Soviet authorities to emigrate to Israel since 1975. The Soviets have denied his requests on the grounds of access to state secrets. despite the fact that Meiman has not had such access since he finished his work with the Institute for Physical Problems of the Soviet Academy of Sciences in the mid1950s. In 1976. the president of the academy certified that Meiman possessed no classified information. Nevertheless. permission to emigrate was denied and he was forced to retire. Meiman joined the Moscow Helsinki Group on January 14. 1977. The group. founded on May 12. 1976. was established to promote human rights in the U.S.S.R. and to monitor Soviet violations of the Helsinki Final Act.
