We spend approximately $30 billion to insure the defense of Japan. and they spend less than 1 percent of their gross national product for defense. Without Israel spending such huge sums. America would have to spend countless billions more for defense of the Middle East. My other concern was the plight of the Soviet Jews in Russia. I told President Reagan that my late mother was an immigrant from the Soviet Union. and only by the grace of God am I standing before you today in the U.S. Senate. I urged the President to place increase emphasis on the release of thousands of Soviet Jews before the next summit conference.
