Mr. Speaker. todays Fast and Prayer Vigil on Behalf of Soviet Jewry is an important annual event for a number of reasons. First and foremost. of course. we hope that by our fasting and prayers ard remarks. we can encourage real progress for Soviet Jews waiting to emigrate. Our actions should impress on the Soviets the strength of our resolve to work for the freedom of Soviet Jewry and those of other faiths who wish to emigrate. The American people are committed to this effort. The Congress is committed to this effort. The administration is committed to this effort. We want the Soviets to know that this is an issue that will not go away until they recognize the basic human rights of Soviet Jews.
